No. Defender is still very light weight and effective in Windows 11. Reading the article I really think it's more a case of someone at Microsoft trying to make failing (market share and use cases) product relevant.

Here's the shift:
Fossil fuels: Energy is stored in the fuel and the fuel consumed, releasing the energy, when needed.
Solar and Wind: Energy is created when the fuel is available. Created energy must be stored for later use when needed.
