I was trying to run Jenkins CI Server using a batch file, and was finding that Jenkins was (seemingly) ignoring the process-level JENKINS_HOME environment variable (set in the batch file). I filed a bug, but then noticed quotes (") around the environment variable value, removing those worked.
(I then marked the bug as user error).
Doing a little checking, that issue with quotes is actually Java related, not Jenkins related.
