Sorry! Excel is very powerful and one can do amazing things with it even without using any macros. I am not even talking about new excel power pivot which adds more amazing things. Excel prototypes are pretty standard but lot of places Excel is the only tool to do real world accounting.
Depends what you mean by "full fledged applications".
If you mean a graphics editor or a word-processor, I agree, but if you mean applications for processing live data or data that changes often, it's the best "IDE" available, and it requires a lot less investment to get a working application inside Excel than would be required to develop a similar application outside of it.

Unfortunately they begin on a local pc in a large organization and become very valuable to the business without being secure and backedup regularly. Not to mention support and audit capabilities might not exist. Then when it fails, something needs to be done rather fast.
