I just opened the Forbes website from the Insider newsletter.
Got a cookie popup, more info and went with the default "Required only".
On save, I get a loading cursor.
"We are processing the requested change to your cookie preferences.
This may take up to a few minutes to process."
I waited at least half a minute!? 
How the hell and why do you need half a minute to save cookie preferences, I've never seen anything else than instant 
I wonder if they ever need "up to a few minutes", which would probably scare any regular web user away
