Maybe you doing an "out join" or "full join"? It's a full 3-d matrix in this case ...
It is not needed in most cases since the data in jointing tables are most likely to be correlated (via foreign keys) so that an (inner, left, right) join is most like what one needed. In this case, the db-engine or midwares only have records of order ~few 10 million to deal with, instead of order 10^7 x 3*10^6 x 10^3 records, which is huge ...

It would appear that this council is run by sadists, and exclusively for masochists. Anyone else living there just end up absorbing the collateral damage, alright? Think about this for a minute: It's called the "Killjoy Council", and that should ring a few bells.
In case it doesn't, I was able to quickly look up a couple of other inane things this council has done:
One solution would be to wrap a blanket around the head of council officials (one at a time) as they're walking on an empty stretch of road and give them a rain of blows from various directions, asking shouting things like "If you look at Susie again, I'll kill you", or "You monster, why did you do that to Danny?!", or "Stop selling drugs to schoolkids or we will break your legs", etc. That will leave them confused enough not to mess with the normal lives of other people.
