On a pure technical view, I do not see how the sanctions could affect trolling - Russia still has internet, and the trolling is mostly done via VPN, so not necessarily easy to trace where it comes from to do a country-based ban.
What I could imagine is that the trolls have gotten new tasks in the last week that holds them away from their computers.

Outlook and Google to communicate with each other and share a damn address book.
Every time I add a contact, I have to enter the data to both, so my outlook contacts are up to date and I can email, and Google gets it as well so I can call via my phone.
(If my landline phone could also share the names and numbers that would help, but that's just pie in the sky. Just the computerised devices with internet access sharing would do.)
If it annoys me, just imaging how irritating it must be for less technical souls ...

I know you are just complaining and you did not post in Q/A, but you cannot expect to post on this site without us trying to help.
Try creating the contact on your phone and then mail it as a Contact card to your other account. You should be able to import the attachment. It might work for updates, too.
I remember creating a spreadsheet to try and import a list of contacts en masse to Gmail/Google. Stupidest import utility ever. You had to specify all 150 or so columns in the exact order even if 147 were empty. It was gross.

I know what you mean though - I looked at automating it, and it is indeed a PITA to automate. But for Google and MS to cooperate and do it would be simple - and in the interests of users. Plus, it would make their systems more likely to be used across platforms, which has to be good for them as well ... 
As it is, I hate using Outlook on my phone ...
