I think it's because when you log on your machine cached credentials are checked first. If no cached credentials are found, then the normal conversation with SAM is taking place and it is more time taking.
They could lock you out permenently, but a total lockout was probably deemed too inconvenient. The compromise appears to have been to add a longer delay (5-10 seconds) if you try enough incorrect passwords, also 1980's era standard practice, and still in there today.
Like you said, simple, but effective, but only at frustrating brute force cracking. Nobody even tries that anymore, but if they took it out, somebody probably would

Okay, just after I posted that I went to get a screenshot for this thread and noticed that it was sorted on "Suggestions for you". If I change that to "Rating" then it stops showing me so many Hindi movies. Sadly this only works on the browser. From any smart TV/console Netflix apps, I won't have the ability to change the sort order and will continue to see dozens of Hindi movies

I know you posted an update, but I did not see any answers to your question, so here goes.
No, I don't see any Hindi movies, but maybe if I start looking for them. Although my name is Danish, I don't see any Danish movies listed (I admit, the demand for Danish movies is probably a lot less than for Hindi movies ).
However in the Account settings, Language Preferences there are 8 choices and 4 of those are Scandinavian. That cannot be a coincidence, but I wonder how they know since I live in the US, pay with a US Credit Card and actually opened the account while I was in Mexico (Yes, I am billed in Pesos every month).
Have you linked your Netflix account to your Facebook account or set the Language Preferences to Hindi?
