2b. Being a plant/storage facility of some sort, and having worked in many of them in years past as a crane operator, I can tell you they have extremely strict rules about smoking.
Which tells me the idiot most likely did light up once on top so as not to be seen doing it on the ground where the cameras/coworkers tell all. And yes, any coworker with brains(obviously not his smoking buddy) would report them since it puts their own safety at risk.

The single largest determining factor in determining a contract rate is the duration of the contract. Unfortunately, a lot of individuals will take a 5 hour contract at a rate that only makes sense if they have 3000 billable hours a year.

Like Max said, it all depends on where you are, the complexity/scope of the project, duration, your expertise in the area for the project. There is no real simple, cut answer to your question. More specifics would be helpful as to what kind of "IT" job are you looking into.
