The article only describes the area as a "quarry". While it does hint that it's probably owned by his municipality, there's not a word about it being a park. Why should every square foot of the earth have to look like a golf course?

Dogs are generally happy in grass. They eat it too often. Don't if this one likes it and the owner understands his dog's behaviour.
There are plenty of people who love their pet dogs. But they do not understand that particular breed's needs, and are not interested in doing all the other work that comes along with it.
I have seen many people around where I live who have no clue about how to take care of Labradors. Most of those dogs appear to be extremely overweight due to incorrect nutrition and absolute lack of exercise. This leads to plenty of health problems for poor dogs. Also, many of them I have seen buy cute puppies and then simply get rid of them after few months as they grew too big too fast.
There must be some mandatory education before one can own a pet.
