I never really fully understood that policy. If the downloaded code you need to bring over elsewhere contains a virus, then (inadvertently) burning it to CD/DVD won't provide any more protection than copying it on a USB stick.
Coming at it from the other end, if this is to prevent the spread of a virus from an internal machine that's already infected onto another machine, then yeah, it might be able to copy itself on a USB stick but fail to do so on a CD/DVD, but then that means you have an internal machine that's already infected and the first rule in this situation is that you shouldn't be getting files off of it in the first place.
