I was a little hesitant with this one since the profile is over 5 years old. However, he woke up the QA Question after it had been solved over a year ago and besides the two postings you link to, I do not see any other activity from this member, so I support reporting the postings.

Yes. He isn't trying to advertise a betting company, just asking for help (or possibly the entire code) for software to handle betting.
If you get an email telling you that you can catch Swine Flu from tinned pork then just delete it. It's Spam.

I've asked the authors to explain. It's certainly not helping their chances in the competition.
