I'll probably contact people individually about this, but let it start here. Moving forward, please allow other users to answer old questions. If they give a bad answer on a six year old question, feel free to downvote them and comment to them what they did wrong, but please allow them to answer. If they're answering old questions with a link to something like their blog, then that's spam, please feel free to report that, but anything else, no need to report or chastise.
I think a lot of times people are coming to old questions and they just aren't seeing that they're old questions. They just want to help and then they have a bad experience when they do. I think allowing people to answer old questions will be more inviting, and I think downvoting bad answers will be sufficient.

This topic is a two sides sharp sword.
I usually try don't to punish answering old questions.
But 90% of the people posting to old questions are just "bloggers" that do a search for a topic and pack just a link to that question, even when it is already answered correctly.
I do see the point, that technology evolves and maybe new possibilities have been opened to solve a problem.
Personally I will continue doing as now, have a look to the brand new answer and decide about its relevance, help to the topic. If it doesn't pass the evaluation, then report it.
