Because they took away the personal exemptions (for a start). So - for example - a retired couple (>65yr) have their standard deduction increased by $12K - but lose their personal exemptions ($16.4K at 2017 rates). So they're taxed on $4K+ more. The percent or two cut in their tax rate won't catch up with that unless they're make some serious taxable retirement income.

The rich paying 80% of the taxes is more BS - and more importantly, the tax they pay is only on the income considered in the tax schedule. They shield the money in untaxed status and don't pay tax at all. If they wait a year, much of it is taxed as long-term capital gains (18% or less, as they would pay on stocks/options: only taxed when sold as realized gains) and so the wealthy get a discount on their taxes. Regular people need to live off their income, so it's not hidden in shelters.

The rich don't need a tax cut: they already can get everything they want. The middle and lower classes, however, spend the added income and drive the economy. Unless you're still fool enough to believe that anything (aside from smelly yellow liquids) trickles down.
