See top of page 2 (item 39a). According to the table (1040 instructions, page 40), the exemptions for a couple over 65 is $15,200.

That's not the Personal Exemption, that's the adjusted Standard Deduction. The documentation I provided earlier (directly from the IRS no less) clarifies that. I also forgot to tabulate that adjustment into the 2018 tax (the adjustment is actually a smidgen higher) which totals it out at $26,600 (2018 SD for 65+) vs $23,250 ($15,200 2017 SD 65+ + $8,050 PE). Good thing I'm not an accountant, but after the tabulation errors are cleared they are now getting $3,350 more under the new plan.

It's kind of obvious. They pay more for their dairy (just like the rich) but they pay a much larger proportion of their income on this purchase. Hence, the tax burden is shifted to them.

Except higher supply will suppress prices, not inflate them. Tariffs on exported goods lead to higher local supply, and higher supply in a competitive market results in lower prices, as I thought I outlined in the first place. The subsidy is to help the dairy farmers continue to operate at a lower price point...not "just because".
