I've gotten further. It looks like you need to hand-edit the .vcxproj file and add the proper framework references. For example:

<ItemGroup>
  <FrameworkReference Include="Microsoft.WindowsDesktop.App.WPF" />
  <FrameworkReference Include="Microsoft.WindowsDesktop.App.WindowsForms" />
</ItemGroup>

Alas, now I can compile but am left with unhelpful link errors.
