How to make my windows application to multi language support

Too bad you did not indicate even your application type, so out help hardly can be specific enough. Anyway, at least look through my past answers:

If not 100% of the consideration I explained are relevant to your application type, please don't blame me, better know when you need to specify your implementation type; and your UI frameworks/libraries can also be quite important. You see, speaking of globalization and localization, there is a lot of common technologies and recommended techniques, but also there are some detail specific to a particular application type or even to a particular UI framework/library.

So, generally, there are many cases when inquirer not specifying their application types cannot hope for comprehensive answers. :-)
