Why are you trying to manage something that the database engine is supposed to handle by itself?
The log files contains the database transactions and is emptied each time the database is backuped; which explains why its size decrease after each backup.
Why would you want a forever-growing logfile?

when it decreases, it cannot select 1000's of record at that time

I can't see the real error message but I'm pretty sure it has nothing to do with the size of the log file.
