hi ,
i am building a simple application , i need to connect the application to the database i have created . so i tried adding a new connection >>> then set the data source as oracle database >>> and data provider as .Net framework data provider for OLE DB >>> then i enter my user and password . unfortunately every time i try to test the connection . i get this error " ORA-06413: connection not open . what should i do ???

What I have tried:

i have tried with another data provider (same result)
i have also generated a connection string , but with no use
i have tried to create a data source manually but it always fails

Can you post your connection string, but replace the user/pass with say...user and pass. Without that, based on your error message of "Connection not open" you should check your credentials, make sure the DB you are connecting to exists, make sure the hostname is right and then start checking firewalls on your side and the DB server side.

Well there is your problem you need connection string information.

To start you probably need to find a tutorial on how to establish a connection to an oracle database. Being a beginner is fine but there are plenty of tutorials on google for you to follow. A simple google search of "How to connect to oracle databse in visual studio"

You need to use google. Simply search exactly what i told you in my comment above and Im sure you will find tutorials on your own.

You say you are new, figuring out simple stuff like this is part of learning.
