How to process image, filter, compare, rescale... existing lib ?

Hi,

I am looking for a good and open source image library, ideally in C#, or in another language.

I found interesting ones, but none that could deal with filtering, rescaling and comparison at the same time.

Is anyone aware of a good one ?
