Is possible to directly upload file from google drive to a local drive using web application

Not directly, no. A web application has no access to a client file system at all.

Your ASP.NET code can either provide a direct link to the Google Drive file or it can download the file from Google Drive and put the data in the stream of bytes it gets into a Response it's sending to the client. The client will have to decide what to do with the file.

A HTTP web application only supports "request/response". The client makes a request of the web application and it responds with some kind of content. It can NOT "push" content to a client without first getting a request from it.
