javascript is a language, jQuery is a framework that uses javascript, it is basically a bunch of handy javascript functions that let you do cool things without having to write the code yourself. It also helps the user protect against differences in browsers as the code in jQuery will use the code appropriate to the current browser. There is nothing that jQuery does that you couldn't do yourself by writing your own javascript.
