We're not here to do your homework for you. What you are asking is going to take millions of lines of code. It's also a complex and broad subject, and if you can't even get started on your own I'm afraid to say the task is probably beyond your abilities.

Not a trivial project at all - you have a lot of reading to do!
Start with Google: object detection image c - Google Search[^] should help, and refine your requirements once you have done some detailed technical reading and have abetter idea of the challenges ahead. Then google those, and start reading again. Successive iterations should give you most of the knowledge you require toi get started designing some software.
