Bitmask - How to detect single bits

I am trying to detect the following bits in one byte:

First 8 bit: all set to one (&HFF) - that's quite easy.

9. - 11 bit: also all set to one
12. bit: can be 0 or 1
13. bit: can be 0 or 1
14 - 15 bit: 0-0,0-1,1-0 or 1-1

Does anyone know how I can achieve this (in C# or VB)?
