There isn't a clear one, scheduling is a pretty complicated task. For example you have to worry about resource (both human and material such as projectors) conflicts etc. The problem is made worse when you consider the class size, so you need to work out whether a room can actually contain the class that is supposed to be in it. You also have to worry about conflicts in the Student's schedule in places where there are optional courses available.

You will need to work out which factors will effect how the course is scheduled in your case, and plug them into your algorithm. There isn't a one size fits all for this.
