I liked the menu and tabs used within CodeProject website. Can I get the source for these?

I believe the source to the web site is available, but I'm not sure where. If you click around on the site, you should be able to find it.

I don't think so you will get it. Though the right person would be Chris/CP Admins. You can mail him or post a message asking about the same. Pick any message posted by Chris Maunder and you should see an 'email' link at the bottom of that message. Use that and ask him.

You should pick up hints from viewsource and UI - try to develop by yourself. Post your issues here if you face any.
