Error while generating Resource file

Visual Studio does not properly generate the resource file when using the 'Generate Local Resource' tool. I'm using devex controls without any dynamic ID's.

The error 'Error HRESULT E_FAIL has been returned from a call to a COM component.' is displayed in the output window and the related resource file contains only one entry name 'String1'.
