Than you, but http://www.gotomeeting.com/ is Up to 15 attendees per meeting
and http://www.webex.com/ is Up to 25 people in a meeting
And I need up to 60.

You could arrange to have 10-15 people in a room together, and then you only need 4-6 connected sessions.
There is no such thing as a problem-free tool - for anything.

Beyond that, video conferencing with THAT many people is going to be problematic for everyone, with the biggest problems being faced by the connected site that has the lowest bandwidth.

Google "web-based video conferencing" for a list of possible applications.
