Linux?! There is no ActiveX on Linux.
You can develop pure .NET assemblies and reference/run then on Mono for Linux without recompilation if you use only standard part of the .NET library of some non-standard ones (such as System.Windows.Forms — presently well supported by Mono). You can use P/Invoke separately for Windows, separately for Linux (or other system), without any portability between them — it should be obvious. ActiveX — only for Windows.
