AFAIK, it's a browser based theme. And one cannot change the color of the title bar.

false the visibility of minimize button and maximize
This again is not something one can control. Though, you can show/hide it for a new-window if opened from the parent page. For more, look here: Window.Open() method[^]

Eventhough some client scripts may provide an option in the future, it is not user friendly. Who like somebody come and change your browser color. My 5
