Connect to another pc
I have username and password of another pc and I want to connect to that pc from my pc. How can I do this by programming c# or vb.net or Delphi?

Solution 1

No, you don't have username and password of another PCs — PCs do not have them. There is no just "connect". This question is incorrect. "Browser" is irrelevant.

It all depends on what you're running on the "other PC". You need to run two applications (can be services, usually one of them: on one and on another PC. As the simplest option you can share some directories on one of the PCs (and than you will need some username and password). And how about Remote Desktop — yet another thing?

Ask a question when you know what do you want to know. Right now, you don't.

Solution 2

you can use WMI it is intended to monitor the hardware and software on remote computers. Remote connections for WMI in .NET Framework are accomplished through the ManagementScope object Connecting remotely using classes in the System.Management namespace uses DCOM as the underlying remote mechanism. WMI remote connections must comply with DCOM security requirements for impersonation and authentication.
