why the "order by" clause in sub queries must be associated with "top" clause in sql server..??

It doesn't:
SQL
SELECT [Id]
      ,[Customer]
      ,[date]
      ,[Value]
  FROM [myDatabase].[dbo].[Customers]
  ORDER BY [date]
Works just fine...
