It an almost repost (tabs now need to move instead of removed), formulation is still very poor, same tags... Already reported.

Please remove those tags! What's "new"? What's "2011"? Please: tag platform, UI library (WPF, Silverlight, Forms, APS.NET, what?!) and clear explanation of the scenario.

WinForm Applications:
If, by any chance, you are after a solution that will allow you to change the ordering of the tabs inside a tab control there is a solution here on CP that demonstrates how to do that: Reordering TabPages inside TabControl[^].

And yet another: Drag and Drop Tab Control[^].

Hope that it is WinForm applications you meant in your question. It was not very clear so I just gave it a try.
