Think that you have a server at work with ActiveComPort and your scanner installed.

When you use your computer at home, you can access the server via browser and control the scanner. But you can not access your home computers' scanner from work computer.
see this Article is a server side technology, it can't access a client side scanner.

Installing a scanner on the server doesn't make sense either.

Most scanners have a button on them and the ability to scan and put the files in a server side network share, try getting one of those.
