Besides the fact that you need a Tamil font, you need to implement globalization in your project.

First you want to Install SilverLight, current Version is 5 Use Visual Studio 2010 and above you can create your own silverlight Applications For capturing Images,Printing etc.. You can use C#, VB languages in codebehind.
