I am trying to understand the concept behind this base paper; but unable to get the clear idea about where the project is actually implemented. I mean whether it is in comm with mobile devices, or the in the offices for getting the data from the sensing devices.

Please help me to get the idea.

Why do you think so, Richard? Who told so? Help is help, the topic is relevant. And what, can you tell scientific from technical, especially in computer science? I just don't want to spend so much time on this and not sure the article actually has the answer, but this is not the reason to put an answer that this is off-topic. You could just report the question off-topic if this is what you think.

Yes, now I totally agree, but I disagree with your original motivation. Why not helping with an article on computer science? This is a perfectly valid topic; and I used to advise on such topics a number of times. I explained why I cannot answer this one. Also, I'm just not competent enough.

Maybe my original comment will lead the OP to seek the answer to his problem somewhere where people will have the time to investigate it. I also think the chances of it being answered here are not very high, but if anyone does care to answer that's fine with me.
