What is the best language for Simulation Develop

I have to develop a simulation tool for a computer motherboard, to demonstrate the basic stuff of a M/B. Can any one help me to what is the best language for a simulation tool.

The tool should be attractive. and want implement data flows with animation.

I prefer C# and Java.
I want to select what is the best.

i wouldnt bother programming something like that by hand i would use a tool for that

It seems that all these are wireframes and design tools.
And unfortunately I have to do it by hand.
