Issue with uploading and downloading files

while uploading a file how could i do upload by my user defined path and how to download by giving file name from textbox.

Could not find file 'C:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE\PROOF OF CONCEPTS.docx'.

How do I get the file from user defined paths anywhere in system and how do I download the files by typing the file name in a text box?
