ip wise restriction on ftp client

Is it possible to restrict access to the vsftpd server like, user 1 can access through a single ip to his folder.. and user 2 can access from any ip to his folder?

Please see my comment to the question. Normally, such kinds of limitations are done through firewalls. As to FTP server configurations, the limitations are based on FTP URIs and user accounts.
