How can i make ather people use my website to login to the ather site.e.g a user register to my site can login to ather site like news24.com . How can i make that posible

Answer 1: If you own the other site then re-program both sites to use the same login/database system so that logging into one logs into both.
Answer 2: If not above, you can't, you should't and your users would be nieve to let you. This is what malicious sites do to grab users details. Don't do it.
Thirdly and finally, this question has been answered many times on not only these forums but many others. For further info I suggest you search CP (or use Google) to find one of said answers.

Ed already answered it above as a comment.

In order to let other site user your site login, other site have to implement and allow your site login. You at max can expose an API that allows the same but until unless someone uses this API, it's of no use (and you cannot force others to use your API!).
