System activity watcher

i want to develop a software to watch system activity such as which folder is opened, new created file, deleted file and i also want to record which website is opened by user at what time, for how much duration and active tab of browser, and system screen shots.
I have no idea how to start. Please give me suggestions. Any idea is really appreciated. Thanks in advance.
