Creating ASP.Net setup

Hi Guys

I knwo how to create windows application setup but now I want to create an asp.net setup like win application setup-:

1. I wanna know is it possible ?
2.can a user access that setup even if hes offsite or using different machine
3. how can i achieve that?
4.if not what is the best way ?
