How to get matrix pixel of character by C#?

I created an application draw.
Now, I want to change pixels of character by circle (pixel change by circle with any R).
I know there is a function API "GetGlyphOutline" to do this. But I can't understand this function.
Can anyone help me how to use GetGlyphOutline ?
