Lock Cells on condition of specific cell of that row

I have three column. A , B, C

When I put "Y" in Column C then following should happen in the sheet

1. Column of active row A and B should lock. It means that when I enter "Y" in cell C1 then cell A1 and B1 should be locked

2. Column C should always be unlocked.
