WinZip has the ability to encrypt files and folders, and it's free. There are also other ZIP programs that will do the same. These encrypted files/folders will be kept in a ZIP file and you must enter a password to get them out. Depending on your version of Vista, you can also encrypt your file system and disallow any user accounts that are not your own from accessing them. The encryption and decryption is automatic and seamless. For more information, read this.

Oh i forgot one thing about this problem.
Perhaps, your operating system is copyright.
If you want to lock file or folder you can do follow:
Step 1: You need a new user you can manager
Step 2: You click Windows explorer/Tools / Folder Option /View /Not check Use simple files sharing // to activate your function operating system about encrypt/compress/etc...
Step 3: You right click that folder or file then click Properties
Then click Advanced/ Then check encrypt or compress what you want to do.

Good luck to you.

Only certain versions of Windows allow for file system encryption (encrypting on the file level that is seamless for all programs using files/folders). Open a command prompt and type "cipher /?". If it says the command is not recognized, then you do not have a version of Windows that supports this. If you do, then you can use cipher.exe to encrypt/decrypt files/folders.

Alternatively, you can try KPKFile (read about private folders) or WinGuard Pro, which apparently allows you to "Encrypt Files, Folders & Drives from Windows Explorer".

The cheap solution is to give specific permissions (NTFS security) to that folder and then propagate these permissions to the files contained in it.

oh. you should imagine about everything relate computer.
why do you see folder and call it folder ? you login operating system and look it in my computer (windows).

if folder locked perhaps you should ask operating system.
if files locked you would see type of file: zip, rar, tar, ... and then look the program manage them such as winzin, winrar,

very simple if you want to find answer you should know what you ask.
in your life if you want to know why your friend hate you, you should ask her or him, or you can ask your friend.

It is the first step. and then you should research more detail about structure file/ folder on computer, encoder/decoder files/ folders

You are two option: Hack or loss money to buy them.
It is simple question.
