This is certainly not a "mini-project". What you're looking for is OCR (optical character recognition), and that is a rather complex subject. Currently there is no perfect solution (even the most accurate OCR engines tend to make quite a few mistakes). Google OCR if you want more information.

Also, if you are familiar with C#, you can find lots more examples that you can just convert to VB.NET.
