What do you mean "signals of deaf people"? They don't transmit telepathic waves or anything, deaf people can speak :)

You're going to need to capture live web cam from client onto server & run some sort of translation process against the feed to translate sign language into spoken word

This is going to be a massive project for you, have a read here of a device that does just this

You're going to have to figure this out yourself, there is no free \ open source available (as far as I know!)
