creating dynamic website ?

i don't where to start but want to know how the website will stand i mean the parts of the website like database and stuff i want to create a payment system in the website i heard i can make a database from asp.net i entered the website i couldn't understand a thing , im going to import web developer and designer from india to do the job but i want to understand everything so i don't be a total noob when i explain the project to him .
