Getting problem to add dll for the resource files

Hi,
What is the need for generating a .dll out of a .resx file and using it in the project???

I have a project where i am using a .dll which has been automatic generated of the .resx, when i run the project then it runs properly for two languages. when I make a .exe file after making setup than it supports only default language. can u please explain to me what is the exact process of doing that and deploying it??
