what is the relation between blend and wpf and c#?

my perception is that one creates the UI in blend and den transfers the UI into wpf in Visual studio and does the back end coding in c#

M i correct?

You are correct. There's a course about using blend to do that,[^]
If you start a free trial on that site you can look at the course. I once did, and the question you have now was answered for me. I also learned how to use Blend better.
