As per apple policy, you can only use apple hardware to develop iOS apps. Have a look at icenium from telerik www.icenium.com/[^] and Titanium from appcelerator
www.appcelerator.com/[^]

This paradigm is called hybrid mobile development where you leverage web development skills (like html 5, javascript, jQuery and css) to develop mobile apps.
